Our Federal Engineered Systems Business Unit is a world-class leader in delivering engineering and technology solutions to our Federal clients. Through our multifaceted approach of innovation, insight, advocacy, and technology, we help our clients prepare for, mitigate, and manage impacts from complex and evolving threats to U.S. Government infrastructure, systems, and operations.
We are looking for a dynamic, experienced Program Director (Mission Assurance) to join our Threat Reduction Directorate within the Security and Sustainment Sector to lead program execution across a portfolio supporting mission assurance, vulnerability assessment support, and related threat-reduction programs. This role is responsible for program execution, customer engagement, staffing, financial performance, compliance, and portfolio support to capture across multiple contracts and task orders in classified and sensitive mission environments.
This position requires an active TS/SCI clearance and demonstrated experience leading in classified environments with cleared personnel and secure mission delivery.
Subordinate Organizations / Portfolio Scope
The Mission Assurance Sr. Director will provide operational leadership and oversight across three primary organizations:
Infrastructure & Information Systems (USG and Armed Forces)
Space & Solar (USAF and USSF)
Scientific Solutions (in particular modeling/simulation efforts leveraged by mission assurance teams)
Key Responsibilities include:
Lead all business, technical, fiscal, administrative, staffing, and security aspects of assigned programs and task orders.
Serve as the senior interface with customer leadership, internal functional teams, and subcontractors.
Oversee execution across mission assurance, vulnerability assessment support, and related threat-reduction efforts; ensure secure mission delivery in classified environments.
Manage program financial performance, including revenue, margin, EACs, forecasts, unbilled cost review, cash-flow awareness, and risk management.
Establish disciplined operating reviews with program managers focused on budget-to-actuals, forecast accuracy, staffing, contract health, and execution risk.
Mentor program managers in financial management, cost control, budgeting, forecasting, contract administration, CDRLs, and customer engagement.
Coordinate with contracts, finance, recruiting, HR, legal, security, subcontracts, and billing to resolve complex program issues and support transitions, extensions, novations, and recompete actions.
Direct capture through proposal support, follow-on strategy, and transition planning (in coordination with capture leadership).
Oversee personnel performance and resolve workforce issues across the portfolio.
Support audit readiness and compliance with applicable small-business and socioeconomic program requirements.
Sr. Program Director Authority (within Parsons governance)
Accountable for overall portfolio operational performance (delivery, staffing, financial execution, and risk/issue management) across the subordinate organizations.
Provides bid/no-bid recommendations and operational inputs in accordance with the Parsons MOA and applicable approval authorities.
Required Experience & Qualifications:
Active TS/SCI clearance.
Bachelor’s degree in a relevant field.
20+ years of experience leading complex federal defense, intelligence, cyber, or national security programs.
Demonstrated success managing multi-contract or multi-task-order portfolios with responsibility for cost, schedule, staffing, performance, and customer satisfaction.
Experience operating in classified environments with cleared personnel and secure mission delivery.
Familiarity with vulnerability assessments, mission assurance support, or adversary-informed assessments of cyber systems, facilities, or critical infrastructure.
Strong financial management experience, including forecasting, revenue planning, budget oversight, and unbilled-cost management.
Proven ability to lead across matrixed organizations and manage complex personnel and customer-delivery issues.
Strong executive communication skills.
Required: Experience supporting DTRA (mission assurance, vulnerability assessments, cyber, CWMD, or other threat-reduction mission areas).
Preferred Qualifications
DTRA Mission Assurance / JMAA execution leadership: Demonstrated experience supporting or leading DTRA mission assurance efforts.
Portfolio financial discipline at scale: Proven track record establishing rigorous operating cadence and financial controls across multi-contract portfolios (forecasting accuracy, EAC rigor, burn-rate management, invoicing discipline, and unbilled cost reduction), with hands-on executive oversight of program managers.
Familiarity with adversary-informed assessment approaches, or related mission areas.
Experience supporting DoD IDIQs, task orders, capture/proposal development, and contract transitions.
PMP certification preferred.
Prior military or government leadership experience preferred.
Security Clearance Requirement:
An active Top Secret SCI security clearance is required for this position.

Salary Range: $176,900.00 - $332,400.00
